CIRCULAR
ON CODE OF CONDUCT
IN PRESCHOOL EDUCATION INSTITUTIONS, COMPULSORY EDUCATION INSTITUTIONS,
CONTINUING EDUCATION INSTITUTIONS
Pursuant to Government’s Decree No.
69/2017/ND-CP dated May 25, 2017 defining the functions, tasks, entitlements
and organizational structure of the Ministry of Education and Training;
Pursuant to the Government’s Decree No.
75/2006/ND-CP dated August 02, 2006, elaborating and providing guidance on the
implementation of a number of articles of the Law on Education; the
Government’s Decree No. 31/2011/ND-CP dated May 11, 2011 on the amendments to
the Government’s Decree No. 75/2006/ND-CP dated August 02, 2006, elaborating and
providing guidance on the implementation of a number of articles of the Law on
Education; Government’s Decree No. 07/2013/ND-CP dated January 9, 2013 on
amendments to Point b Clause 13 Article 1 of Government’s Decree No.
31/2011/ND-CP dated May 11, 2011 on the amendments to the Government’s Decree
No. 75/2006/ND-CP dated August 02, 2006, elaborating and providing guidance on
the implementation of a number of articles of the Law on Education;
Pursuant to Government’s Decree No.
80/2017/ND-CP dated July 17, 2017 on a safe, healthy and friendly education
environment which prevents and stops school violence;
Pursuant to Decision No. 1299/QD-TTg dated
October 3, 2018 of the Prime Minister on approval for Scheme for “Establishing
behavioral culture in schools during 2018-2025”;
With consensus of the Ministry of Labor, War
Invalids and Social Affairs in Official Dispatch No. 1450/LDTBXH-VP dated April
12, 2019 on suggestions for Draft Circular on Code of Conduct in preschool
education institutions, compulsory education institutions, continuing education
institutions;
At the request of Director of Department of
Political Education and Student Affairs;

Chapter I
GENERAL PROVISIONS
Article 1. Scope and regulated entities
1. This Circular sets forth Code of Conduct in
preschool education institutions, compulsory education institutions, continuing
education institutions (hereinafter referred to as educational institutions).
2. This Circular applies to administrative
officers, teachers, staff, learners, learners’ parents in educational
institutions, including: nursery schools, daycare centers, kindergartens
(hereinafter referred to as preschool education institutions); primary schools,
lower secondary schools, upper secondary schools, secondary schools,
specialized schools, boarding schools for ethnic minorities, day schools for
ethnic minorities, college preparatory schools, schools for the gifted, schools
for students with disabilities (hereinafter referred to as compulsory education
institutions); continuing education institutions and relevant entities.
Article 2. Purposes of formulating Code of
Conduct in educational institutions
1. Regulate behavior of members in educational
institutions in conformity with social ethics standards and fine customs and
tradition of the nation, appropriate to local cultural characteristics and
reality of educational institutions; prevent and take timely and effective
actions against negative and uneducated behavior in educational institutions.
2. Build school culture; ensure safe, healthy,
friendly and prevents and stops school violence.

2. Demonstrate core values: Compassion, respect,
responsibility, cooperation, honesty in the relationship of each member in the
educational institution to others, to the surrounding environment and for
themself.
3. Ensure the orientation of moral education,
lifestyle, culture, development of the virtue and capacity of the learners;
enhance the professional ethics of administrative officers, teachers, staff and
responsibility of the heads of educational institutions.
4. Easy to understand and implement; suitable for
age, level and cultural characteristics of each region.
5. The formulation of and amendments to the content
of the Code of Conduct must be discussed democratically, objectively, openly
and with the consensus of the majority of members of the educational
institutions.
Chapter II
CODE OF CONDUCT
Article 4. General code of conduct
1. Strictly comply with the provisions of law on
rights and obligations of citizens, civil servants, officials, teachers,
workers and learners.
2. Perform a healthy and positive lifestyle, care,
share and help others.

4. Administrative officers, teachers must use
polite outfit, suitable for environmental and educational activities; employees
must use clothing suitable for the educational environment and the nature of
the work; learners must use clean and neat clothes suitable for ages and
educational activities; learners’ parents and visitors who come to school must
wear clothing appropriate to the educational environment.
5. Do not use clothing that is offensive.
6. Do not smoke, use alcohol, substances banned in
educational institutions as prescribed by law; do not engage in social evils.
7. Do not use social networks to disseminate,
propagate and comment on information or images contrary to the customs and
habits, contrary to the Party’s guidelines, policies and laws of the State or
adversely affect the educational environment.
8. Do not cheat, lie, slander, stir up hatred,
harass, coerce, intimidate, or inflict violence against others.
9. Do not harm the health, honor and dignity of
oneself, others and the collective reputation.
Article 5. Code of conduct for educational
administrative officers
1. Behavior with learners: Use standard and easily
understandable language; express love, conscientiousness, magnanimity; respect
differences, give fair treatment, listen to and encourage learners. No offense,
coercion, repression, violence.
2. Behavior with teachers, staff: Use standard
language, express respect and encouragement; stay earnest, exemplary and become
companion in work; protect reputation, honor, dignity and promote the capacity
of teachers and staff; show solidarity, democracy, fairness and impartiality. Do
not be arrogant, cause difficulties, insult, prejudice, bias, self-seeking,
avoid responsibility or hide violations, blame.

4. Behavior with visitors to educational
institutions: Use standard, respectful, courtesy and proper language. Do not
offend, cause difficulties and troubles.
Article 6. Code of conduct for teachers
1. Behavior with learners: Use standard and easily
understandable language, give praise or criticisms to proper entities and in
appropriate situations; stay exemplary, magnanimous, responsible, loving;
respect differences, give fair treatment, counsel, listen to and encourage
learners; actively prevent and combat school violence, build safe, healthy,
friendly educational environment. Do not offend, hurt, self-seeking; do not
repress, prejudice, inflict violence, abuse; do not ignore, avoid or hide
learners’ violations.
2. Behavior with administrative officers: Use
language which is respectful, honest, enquiring, positive and shows clear
opinions; obey the direction, administration and assignment of leaders as
prescribed. Do not offend, cause disunity; do not ignore, evade or conceal the
misconduct of administrative officers.
3. Behavior with colleagues and staff: Use language
which is proper, honest, friendly, enquiring, and supportive; respect the
difference; protect reputation, honor and dignity of colleagues and staff. Do
not offend, show soullessness, cause disunity.
4. Behavior with learners’ parents: Use language
which is proper, honest, respectful, friendly, and cooperative. Do not offend,
place pressure, self-seeking.
5. Behavior with visitors to educational
institutions: Use proper and respectful language. Do not offend, cause
difficulties and troubles.
Article 7. Code of conduct for staff
1. Behavior with learners: Use language which is
standard, respectful, responsible, magnanimous, supportive. Do not cause
difficulties, troublesome, do not offend or inflict violence.

3. Behavior with colleagues: Use language which is
proper, cooperative, and friendly. Do not offend, cause disunity, or shirk
responsibilities.
4. Behavior with learners’ parents and visitors to
education institutions: Use proper and respectful language. Do not offend,
cause difficulties and troubles.
Article 8. Code of conduct for learners in
general education institutions and continuing education institutions
1. Behavior with administrative officers, teachers
and staff: Show respect, politeness, honesty, sharing, and observe the
requirements as prescribed. Do no fabricate information; do not offend spirit,
honor, dignity, or inflict violence.
2. Behavior with other learners: Use language which
is proper, friendly, honest, cooperative, helpful and respect differences. Do
not use bad language, swear, insult, cause disunity; do not fabricate; do not
spread information to slander, affect honor and dignity of other learners.
3. Behavior with parents and relatives: Show
respect, politeness, honesty, and love.
4. Behavior with visitors to educational
institutions: Show respect, politeness
Article 9. Code of conduct for learners’ parents
1. Behavior with learners: Use language which is
proper, respect, sharing, encouragement, friendliness, and love. No offense,
violence.

Article 10. Code of conduct for visitors to
educational establishments
1. Behavior with learners: Use proper, respectful
and friendly language. No offense, violence.
2. Behavior with administrative officers, teachers
and staff: Right and respectful. No fabrication of information. Do not offend
spirit, honor, and dignity.
Chapter III
IMPLEMENTATION
Article 11. Responsibilities of units affiliated
to the Ministry
The Department of Political Education and Student
Affairs shall take charge and cooperate with relevant units to guide and
inspect the implementation of this Circular.
Article 12. Responsibilities of the Department
of Education and Training, Department of Education and Training
1. Direct educational institutions under their
management to implement these regulations at their units.

Article 13. Responsibilities of educational
institutions
1. Based on the provisions of this Circular, the
heads of educational institutions shall specify the Code of Conduct for
implementation in educational institutions.
2. Publish the Code of Conduct in educational
institutions on the website or posted on the bulletin board of educational
institutions; regularly disseminate the content of the Code of Conduct in
administrative officers, teachers, staff, learners and relevant entities.
3. Organize the implementation, evaluation,
amendment, supplement, finalization and summary of the implementation results
of the Code of Conduct with superior bodies every school year.
4. Implementing the reward and discipline for
individuals and collectives in implementing the Code of Conduct according to
regulations.
Article 14. Implementation
1. This Circular comes into force as of May 28,
2019.
2. The previous regulations of the Ministry of
Education and Training which are contrary to the provisions of this Circular
shall be annulled from the effective date of this Circular.
3. Chief of Office, Director of Department of
Political Education and Student Affairs, Heads of related units affiliated to
Ministry of Education and Training, Director of Department of Education and
Training, Head of Education Department education and training, heads of
educational institutions shall implement this Circular.
