NOOBS does not process IMG files, but typically uses specially prepared .tar.xz files. So downloading the WinIoT image file does not really help.

Win10 IoT is already available in NOOBS for network installation, so just connect NOOSB to the internet and install from there.

Most OSes installable by NOOBS can be installed offline by manually downloading all the appropriate files for your OS of choice and putting them in an /os/<osname> folder on a USB stick and installing from there. (If you use PINN instead you can download an OS to your USB stick with a few mouse clicks for an easy offline install.) However, Win IoT is not one of these OSes because Microsoft have chosen to use their own online installer to install the OS through NOOBS, which does not lend itself to an offline install. It cannot even be backed up into NOOBS format using PINN at the moment.

If you have the img file, just burn it to your SD card with Etcher and forget NOOBS for this task.
